FPS cap in benchmark?

This is the performance report I've been getting from UserBenchmark. It says there is an fps cap detected on my graphics card and is performing below expectation.

I have vsync turned off in the Nvidia control Panel. Not sure what's going wrong.

Games seem to be running fine, save for overwatch that is having fps issues even at 1080 lately. But blizzard continues to deny any fault.

Couldn't you search if other users of that same gpu are reporting issues with cap?

Ex frequent user here, still check in here occasionally. I stopped being a weeb in 2018 lol

I don't think it is something wrong with the graphics card itself but maybe a setting somewhere.
