GPU problem?

I recently noticed that my graphics card has been changing lights. Normally, the GPU should be a constant red. Now it is flickering white lights. I also noticed a constant sound along with it. It sounds like fan isn't turning properly. 

Should I be worried about this or is this nothing?

 

 

Specs are:

CPU-AMD - Ryzen 5 1500X 3.5GHz Quad-Core Processor

Motherboard-MSI - B350 PC MATE ATX AM4 Motherboard

RAM- Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-2400 Memory

Storage- Samsung - 850 EVO-Series 500GB 2.5" Solid State Drive AND Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive

GPU- PNY - NVIDIA GeForce GTX 1060 6GB GDDR5 PCI Express 3.0 Graphics Card 

Case- Thermaltake - Versa N21 ATX Mid Tower Case

PSU- Corsair - CX 430W 80+ Bronze Certified Semi-Modular ATX Power Supply

One Fan- be quiet! BL046 PURE WINGS 2 120mm Max.1500RPM 51CFM 19dB(A) Cooling Fan

Make sure your card is fully plugged in and make sure the screw that screws into the back of the case for the card slot is tight and secure, I had this exact problem with my 950 (I forgot to put the screw in so my card was hanging) No guarantees that this will fix it, but this is what happened to me.

Probably the software controlling the lights has gone mental. Also the power supply is a let down.
