Spinning Fans. No Post. No Beep Code.

Fresh PC build. Breadboarded to test and with debugging speaker - spinning fans but no post and no beep code. Debugging speaker works, confirmed by removing RAM and receiving 3 short beeps after power on.

  • [MOBO] BIOSTAR X370GTN
  • [CPU] Ryzen 5 1400
  • [RAM] G.SKILL Ripjaws V Series 8gb (2x4gb)
  • [GPU] Powercolor RX 580 Red Dragon 8gb
  • [PSU] SilverStone SFX SX600-G 600W

Troubleshooting attempt:

  • Monitor is good. Currently hooked up via HDMI to GPU.
  • Power cables are either flush or less than a mm in float, but pushed enough that the tab catches the port. Reseated anyways.
  • Reseated all cables.
  • Reseated all components.
  • Switched out the GPU, same result.
  • Switched out the PSU, same result.
  • Switched out the RAM, same result.
  • No RAM, 3 short beeps.
  • Reset the CMOS.
  • Unplugged CMOS battery 30min, replugged CMOS battery, same result.

Booting Ryzen systems for the first time can take some time until they give you an image. When I  build my R5 1600 PC I had to wait  multiple minutes until the first display signal.

i5 4590 - GTX 960 4GB - 2x4GB DDR3 - ASUS H81M2 - Dark Rock 3 - Define R3 - 250GB SATA SSD - Seasonic S12 430W - Windows 10 Pro - Linux Mint

NAS:

Pentium G4400 - 4GB DDR4 - Fujitsu Esprimo P556 - 250GB SATA SSD - 2 x 4TB NAS HDD - 12V PSU - OpenMediaVault

Laptop:

Dell Latitude E6520 - i5 2430M - 2x4GB DDR3 - 250GB SATA SSD - Windows 10 Pro - Linux Mint

I powered it on and waited for about half an hour to no avail.

Okay then. Then I would guess that either the motherboard or the CPU are causing this problem. Maybe you can send them back.
