He's fairly popular, so they can probably identify that he has a new account quite quickly

yes league records IP addresses of banned users and probably a lot more.

 

i hear steam records your motherboards UUID too for vac bans

OFF TOPIC: I suggest every poll from now on to have "**CK EA" option instead of "Other"

as far as I know, all games that ban do it by isp not sure if it can be worked around by using a vpn like tunnel bear though

for blizzard games it a mixture of hardware and software. so stuff like windows key+ processor info and other all combined.
