I just got a used SSD from a family member. When I go to install windows on it, will it give me an option to wipe or format it? I think there is still currently data on it. Or can this be done before I reinstall windows, through windows on my old mechanical drive, and just plug the SSD in, before boot?

You can do both. When installing Windows, it will ask what disk you want to install it on and it will prompt you that it has to format the disk before. You could also plug it into your current PC, format it, but the only thing that will alter is the fact that the first format for installing Windows (what I outlined in the previous sentence) will go over faster, because it can just see it's an entirely formatted drive.

That's defragmenting they are talking about (which is something necessary on hard drives, it just moves around the data so it's close to each other to more quickly access the data on the platter).

SSD die because after lots of writing has taken place on the memory (and I mean terabytes of it) and defragging moves around stuff, which causes a lot of write cycles.

Formatting could be seen as bad for an SSD, but it's a necessity when you want to wipe the data.

When doing a format, just do a quick format. All it does is tell the OS that whatever parts you've selected are free to use. The data still exists, but it is invisible and will be written over when you write to the drive. Doing a full format will write at least the capacity of the drive.
