Ryzen 1600 voltage stuck at 1.36v

Hiya,

i've got the MSI Bazooka with my Ryzen 1600 which I OC'd to 3.9GHz using BIOS and ended up  being happy with it being stable at 1.325V.

However the last couple days I noticed I had occasional very short stutters, only noticeable because music would glitch from Spotify while gaming. 
I started to run monitoring software whilst gaming in the hopes of figuring out why.  Couldn't see any problems.

Last night after gaming for a while on Overwatch I shut my system down at the end of the night. Stepped away for a couple mins and decided to boot back up briefly to save my highlights.   However it wouldn't post! I'm also not getting any beeps or anything I could see on the EZdebug LED. 

After powering it off and pulling the power and holding the power button down for a bit.  I was able to boot back up straightaway.  Still had all my OC settings for both CPU and RAM except my voltage is showing as 1.36v no matter what I enter into the BIOS.  

It definitely did not do this before and I now want to figure out why.  Anyone got any ideas?

Raise the CPU voltage and see if problem is no longer there. Voltage might be enough to feed it, but not enough to stop it from creating stutters.

That's the thing. My voltage was fine at 1.325v with extensive testing etc. Or it certainly seemed to be.

Plus the actual problem now is that the voltage will not go lower than 1.36v anymore.  I guess it will go higher, I didn't get chance to test that though.

There's no point to go lower in my opinion. Just raise it to what it should be and be happy. I have it at 1.395V and CPU never exceeds 59C under heaviest synthetic load.
