4k TV with a GTX 1060

I have 2 questions.

1. Will a GTX 1060 be able to handle most light games (Titles like Rocket League) @ 4k 60fps max settings?

2. Will 1080p content look noticeably worse on a 4k screen?

2) Depends on how far away you sit.

I sit about 2 meters away from the screen
