weird pci card

PCI and PCI-e are different connections, just make a 30 seconds google search to understand the difference.

It doesn't matter realistic speaking it is identical, like PCI-e you don't have to fill the entire port, you can put a GPU on a x1 slot and a x1 slot card on the 16x pci-e connector, PCI works the same way all fits one way or another.

It's still PCI standard it just doesn't need all the pins. The missing ones are just pins that aren't needed

have you ever heard about 3 volt PCI and 5 volt PCI slots ?

those "gaps" are key holes. if it has both key holes, it means the card can work in a 3V slot and a 5V

 

and as to why your card is a bit short at the end: i assume it is because these pins are not needed. looking at the pinout, i can see the last 3 contacts on each side carry additional +5V and something related to 64 bit PCI - wich i think are not connected on a 32 bit PCI either way
