GTX 1070 HUGE fps drop

Dear people, I'm really desperate and don't know what to do, so I hope I'll find a solution here.

 

My PC is 1,5 years old. I have:
Intel i7 6700K
Asus Maximus VIII Ranger

Kingston HyperX 8GB DDR4

Gigabyte GTX 1070 G1 Gaming

SSD Samsung 850 Evo 250GB

Seagate 1TB

 

I used this configuration to play games in 1440p maxed out or near max settings, without any problem... unitl today.

I came back from work, and saw my brother playing Witcher 3, and from 2m away I could tell that fps is not 60, when I came closer i saw it was around 35-40 (like wtf?).

I lower all the details to low, even set the lowest resolution possible.. nothing, fps was still around 35-40fps.
I uninstalled the nVidia Experience and all the drivers, restarted PC, installed drivers again... same thing.


Since I reinstalled and cleaned my PC 2 weeks ago, I thought maybe I forgot to put my graphic card in the right way, so I decided to open my PC remove the graphic card and put it back again. After I did that I run Witcher 3 again... this time I got even lower fps... around 20 or less. Than I run Deus Ex Human Revolution, a game from 2011, I load my last save file, then I saw 60 fps from FRAPS... but as soon I moved the mouse the fps drop to like 20 or lover. :(

Now about cleaning my PC, I cleaned it with the compressed air machine, and the only thing I removed was graphic card, cleaned the dust from it and than returned to its slot. After I finished cleaning my PC, I plugged the peripherals and than when I turned on the PSU electricity hit me, It was pretty decent shock, so I took a couple of minutes to return back to normal, than I turned on the PC, no problems at all, everything worked fine. After that I reinstalled Windows, installed my favorite apps and games, played Deus Ex Human Revolution perfectly normal, until today.

I really have no Idea what is happening, this is the firs time I have problem like this.
If anyone can help I'll be more than grateful.

I had a similar issue with my G1 gaming 980 ti! It wouldn't go higher than 594 MHz.

 

You were way more methodical than me though, I just backed up my files and factory reset my PC to fix the issue. If that's your last resort, hope this helps!

Could very well be driver related, do you remember the driver revision you were using previously?

 

As for your encounter with electricity, it sounds like you just discharged your self on metal.

I have a cue light I can use to show you when I’m joking, if you like.

I really can't remember the driver I was using. I'll try to reinstall driver again, and install some older version.

I forgot to mention... in gaming my clock speed and temperatures were fine, both from CPU and GPU. But I noticed huge CPU usage few hours ago, when I had Chrome opened, but just one tab, I was download something, and my CPU usage were 60%...

The only other bit of useful information in regards to your issue is often the game developers brake their own game, you might want to do some googling to see if others have also recently experienced a performance drop.

 

However troubleshooting the drivers would be my first step.

I reinstalled drivers, and returned it to the version 2 months ago, still the same, low fps, no matter the game and settings.

I run some CPU and GPU benchmarks, and they all show similar results, similar compared to other users.
Sooo strange :/

Do you have another PC that you could put the 1070 into? That way you'll know for sure it's the card.

8gb ram playing 1440p could be a problem, I'm positive 8gb isn't enough for a 1080 or 1080 ti.

 

Whats your PSU and you should fire up afterburner to look at the GPU clocks, my 970 had dust clogged into the card and was running at 900mhz from overheating.

 

Just guessing of course.

But the catch is I played Witcher 3 with 8GB ram on 1440p... perfectly fine.
My PSU is Thermaltake Smart Series 730W.

Speaking of RAM here is a strange screenshot I took moment ago with CAM game overlay (in Witcher 3). It shows like I have just 4GB of RAM...

I JUST ran into the ram problem on one of my systems, so ya, if your system only detects 4gb, that's something you wanna look into. even 8gb is pushing it. 4gb will eat up cpu (compression) and cause fps drops for sure.

Hmmm... but My Computer is showing me that I have 8GB of ram, CPU-Z also. Why would a game decide that only 4GB is available all of a sudden?

I tried few more games and not a single one can use more than 4GB of RAM, than I saw this in Task Manager. Why is only 4,2GB available, and 4,1GB cashed?
Could that be the problem why my games don't use more than 4GB of RAM, and why I get poor fps?

Update, I gave a friend of mine my geaphic card, he benchmarked it and tested in Witcher 3... everything was fine, no strange low fps.

 

Now I removed the HDD from my PC and installed Steam and Tomb Raider and Deus Ex Human Revolution on my SSD. No more strange fps drops and lows. Now I'm installing Witcher 3 to try it out... Image is benchmark from Tomb Raider 1440p Ultra settings.

I reinstalled Windows today and the problem is gone. This time I didn't update Windows to last version, and also I installed all motherboard, bios... drivers first. :)

I've had the same problem. I just reset the nvidia control panel options and everything went back to normal.
