My summer car lag and stutter

so wan i play it not as bad than wan i keep playing it keeps getting bad the lag and stutter

 

 

Cpu intel(R) Xeon(R) Cpu W3550@ 3.07GHz 12Gbs Ram GTX 1050 TI 4Gbs 1920 x 1080 60Hz

Maybe the game runs on a single core, that would explain it since then the game would then be using 25% of the 4 cores on the CPU (aka 1 core) and the OS would be using the remaining 5%. Xeon CPUs are less focused on single core performance, and it being from 2009 doesn't help it's single core performance at all. I have no proof of it being a single-core game though, so it might still be a software problem, but im pretty sure you need a new CPU to run it (or OC it like hell).

TL:DR, he pretty much confirms that this game runs on a single core, or atleast runs better on CPUs with higher per-core performance

Hmm, no idea, it should run fine on that. Have you tried doing "Verify Integrity of Game Cache".

There seems to be loads of people with your same problem, one recommended:

"I have disabled antialising in game (and enabled in GPU settings), disabled contrast enhance and it helped me. "

Beyond that, the only other option I can see would be to do a full windows reinstall which might fix the problem or do a refund

low or high settings still the same all games have issues

I have no idea what it could be. The last solution i found was to type "-force-opengl" into launch parameters, which might work if it's a problem with the API. And also try updating your drivers. If that doesn't work i'm all out of ideas

its 01:35 where i live and i'm just about to go to bed, so no VOIP. But, put everything you have in the target box between two commas, and type -force-opengl to the right of the whole thing that's now contained between two commas. If that doesn't work, try removing the commas.

I meant citation marks, not commas

Infact, just copy paste this into the target box and it should just work (might not fix the stuttering though)
