I just realised that under gaming load my CPU is at 100 degrees. It is shocking, I currently use a stock cooler and was looking for other coolers to buy. Yes, i know that maybe thermal paste will fix the issue but I don't wanna risk my CPU like that so was wondering for a decent cooler for an i5 4460. Also looking for a budget cooler that just does the job as I don't overclock or anything

a cheap and  good  the  Hyper 212 EVO

Hyper 212 evo is the best budget choice. I currently use one and have no complaints.

The TX3 has will give slightly higher temps than the 212 but as you aren't overclocking you should go for it!

Stock cooler should be doing a lot better than that just check to see if its mounted correctly instead of wasting money.

212 would be the choice if it was only budget cooler available. H7, M9i and even Gammaxx400 give it spanking.

TX3 is fine for locked CPU such as yours. M9i is even better.

Try reseating the cooler and make sure that the pins are rotated clockwise and locked into place.
