Has anyone ever experienced a problem with windows 10 where icons frequently when you hover over them get a black background? like the background physically turns black  behind the icon not the entire screen? the only thing that seems to fix it for a certain amount of time is when i restart file manager, thought it was windows so i decided to just put all my pictures and videos on my phone since i didn't have too much so i completely got rid of windows and reinstalled it, tried driver re-installs and updates it just keeps doing this no matter what drive i use for OS, with new installs of windows, either i am just unlucky with bad drives or windows 10 sucks

no, icons on the desktop, they don't go black themselves, you know how when you hover over a desktop icon it has that like blue see through area that surrounds it? that part goes black so it is like a black square behind the icon as if the background was just going black but only in that area

I've experienced this with other versions of windows. I find it's usually a hardware fault. I've had windows do all sorts of glitchy things until I replaced the boot drives SATA cable. Then like magic it all worked again.

does it with like 4 other graphics cards that don't happen on the other persons PC

Hmmm, gonna be tricky to solve that one then.

I'd start with uninstalling old GFX card drivers, installing new ones, and stress testing the GFX card. Anything weird shows up there, then you know where the problem is...

already uninstalled and reinstalled drivers several times as i have mentioned i also reinstalled windows several times

What do those things have in common?

Did you share the video card?

If not, then I have no idea

Try another image of Windows 10?
Perhaps the Windows 10 Enterprise LTSB build if you can get your hands on that.

That is running on 1607, which is more stable from my experience.

I did have this issue at one point, check these settings in the picture

Do not mind my settings, I unticked one of the boxes.
Try ticking them all on, restart see if that helps.

 

Other than that, disable scaling (See picture if you need help with that)
