Complete system for sale on Kijiji. Good deal? What should I upgrade?

Saw this bad boy, seems like a pretty decent deal.  Fairly similar to a computer I just built, with an older graphics card.  is this worth snagging for this price?  Keep in mind, this is Canadian dollars.  PC Part Picker says it's about $700 without the video card.  Ad offers it for $600.

its not terrible but not great, and well getting a price on an antiquated graphics card like that is poor at best as its so outdated you'll pay through the nose to find a new one and its no where near the performance of a gtx1050, the cpu cooler is a waste as a stock intel cpu cooler is more than enough for that chip. it'll run decent but not the best bang for the buck imho

Looks fairly terrible. Kepler based mid range GPU, so performance will be crap. And an absolutely aweful PSU.
