Your motherboard is LGA 1151 therefore you can only use Intel 6th gen, and 7th gen. Unless you chose to buy another motherboard.

I would suggest buying a second hand CPU, much cheaper and you'll most likely be able to find a second hand i5 6th gen within your price range.

No, Ryzen 3 is currently the best at this price range. It's competitor are all older used parts.

I think ryzen 3 1200 is the best option for your price range. With good overclocking and 4 cores and 4 threads running at 3.1 ghz and 3.4 ghz boost

Is like running an i5 3570k that has no turbo boost. Furthermore it is future proof so you can slide in any am4 cpu in the future.

I don't think i3 is a good idea.

I just bought i5 3570 and my GPU is a bit better than CPU_s graphics but i can still play GTA V at 1080p low settings.

So i suggest you an i5 or i7.

P.S I suck in AMD CPU stuff so just pick one from intel side, then from AMD side and just compare.

the only intel cpus that can overclock are K skus (aside from some hackery that may give small performance gains)  and you need a z series mobo. all ryzen cpus can overclock as long as you have b350 or x370. I would suggest ryzen because as mentioned AMD has committed to am4 until 2020, so serious upgrade potential, and their cpus are much more budget friendly than intels.
