The 1600x's dont come with a cooler anyway, so he'd still have to buy one.

Cryorig M9i/M9a performs slightly better than 212 EVO and slightly cheaper than it (I do not recommend the 212 EVO since it's mediocre)

If you live in where I lived, you can get ID-Cooling SE-214C for under 30 bucks which is a very decent cooler (similar perfomance with Cryorig H7)
