Monitor has rgb or y pixels on shaded areas

Basically one half of my monitor has green, red, blue or yellow pixels on gradients depending on the colour of the image on screen

 

Specs

CPU - i3 6100

GPU - ASUS GTX 750ti

MOBO - Gigabyte H110M-H Ultra Durable Micro ATX

RAM - cheapo 8GB DDR4 ram

PSU - Corsair VS450

almost looks like water is under the screen?

 

Anyhow i seriously doubt BenQ would do anything about this given the age of the monitor

JW Computers in Australia refurbished model so it was $250 and on the site they said it would contain one dead pixel. I think it has a little more than that
