depends on your budget and preferences, a Ryzen 5 1600 would be sufficient on AMD's side, on Intel's I would recommend a locked i7 if Skylake-Kaby Lake and any i5 if Coffee Lake.

Well with your budget I'm fairly sure you can make a i5 8600k + z370 build which would be a very good pairing with the 1070 for gaming.

The 8600K is better, but both CPUs are overkill for a 1070. You'd get better gaming performance by stepping down the CPU to an 8400 or 7700/6700 non-k and stepping up the GPU to a 1080

and @IziBartek that case is so expensive and the PSU a bit crapy with that budget you should get a 80+gold certification and the case prob get a cheaper one and try to work for a unlocked CPU
