What are BIOS-Utilities

So on my ASUS GTX 1070 and ASUS Z270H, they both have bios utilities in the driver section and I was wondering what the did.

The utilities for the GPU would be GPU tweak which is an OCing software for the GPU which also has the RBG shit and like CPUz with it. The utilities for the MOBO would be the AI SuiteIII/BIOS config?and any RGB tool to control the RGB.

A water-cooled mid-tier gaming PC.
