2nd monitor screen is green?

first off I only believe the color is green becase thats what I set my windows color as in the set up after you install windows. 

 

so its always worked fine and today I wanted to use my HTC vive and I only have 2 HDMI ports, so i unplugged monitor 2 ( i have 3) and played and when I got done I plugged it back in and its just green,

you cant moved windows over to it (you can but you dont see on on monitor 2) , in display settings it shows all 3. 

 

my third one is working fine and my first one is.

 

ive unplugged and pluigged it back in many times, and ive cut the power to it and tunred it back on and no help

just the color green. it looks like a green picture is over the screen. like there is no apps or task bar, cant see the mouse or anything, you can move stuff to the screen but it seems to go under the green and you cant see it.
