Laptop or Tablet for under $400 CAD

I'm looking for a Laptop or Tablet for my Mom for under $400.She'll be mainly doing basic Photo Editing and watching Netflix. Not sure what the best option is for this budget, Any help is appreciated.

Just how basic are we talking about here? An iPad would could suit better than a laptop just bc of portability and ease of use.

Colour correction and other colour changes and adding around 2 extra layers, So pretty damn basic.

Adding another picture to another picture, I don't think you'll find that in any tablet app. Unless someone else can chime in. So probably have to get a laptop. Not my area of expertise. I'll let someone else help.
