I want something closer to 1000 fps is possible, but I will settle for less so long as it's much more than the iPhone 6 240 fps.

I do not care about the resolution. at all. It could be 100x100 for all I care. 

I do not care about the low light performance. 

As cheap as possible. Nothing nice. I want the cheapest trashiest high frame rate camera possible.

I know there are some low cost cameras that do something like 900fps at super small resolutions.  I don't remember any specific models so do a Google search.

Sony RX 100 V can do 1000 fps at 1,920x1,080, it costs about 950 £ / 999 $ / 899 €
Sony DSC RX10 II can do 1000 fps at 1,920x1,080, it costs 999 £ / 1199 $ / 1167 €
fps1000HD-256 can do 4000 fps at 640 x 360, it costs 1899 £
fps1000HD-64 can do 3500 fps at 640 x 360, it costs 1599 £
Chronos 1.4 can do for example 20 020 fps at 336x120 or 4436 fps at 640x480, it costs 2999 $

That at least some for you, for less money than that I only found 240 fps capable things, but it might exist more, I just didnt find it.

EDIT: I think Casio EX-F1 can do 600 fps at 432 x 192

FYI, if the OP or anyone else wants to film in high frame rates such as these, make sure the scene being filmed is well lit.
