what are the glowing blue things people shoot up in the air?

This is driving me crazy, but I just watched the news about catalan independence and people on the town sqare are shooting up blue orb like things in the sky that then slowly hovers to the ground? What the hell is that? a new fidget spinner like fad or something? Can some one tell me what this is?

Do you mean something like this? They've been around for a couple of years, the 'street vendors' you typically find in mediterranean countries are selling them in town squares etc.

I once saw one of those fuckers hang in a tree and were able to free it using a football. So now I have one too

 

But yea, as said before; these are a very   mediterranean thing, so also in Southern France.
