Could my PC run Forza Motorsport 7?

I know that it probably wouldn't, but would this PC run Forza Motorsport 7?

 

i5-7400 w/ stock intel cooler

RX 460 2GB Gigabyte Windforce (can't remember if it came oc or not)

8GB DDR4-2400

Sound : beyerdynamic 1990 pro | Monoprice liquid spark (amp) + topping d10 (dac)

Yeah, I didn't expect to have ultra settings. But, here's my question:

If I got this, would I be able to run it at higher settings then on a normal Xbox One? Or would it be the same?

Higher. Rx 460 is much better than the hd 7790 equivalent on the Xbox one

Stay away from Forza 7 for now, im seeing people all over YouTube repoting it has horrible stutter even on high end systems, even worse on lower end ones with awful latencies.

I see many examples of it using 1xCore to 100%,... Other examples (people "proving" it uses more to defend their purchase decision lol) yet only shows 2x Cores being actively loaded... (a single 100% and a single 80% load, then spread over the remaining cores)

I'd wait until stuttering as a 'whole problem' gets looked at before purchase.

 

TL:DR - Single-Core performance needed for it to shine... but likely going to be playable enough for most people anyway.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
