i went to hook up my new mouse i got and noting that my psu and gpu shock me i even unplugged everything and turned of power supply and still got a sock but then it stopped but once i plunged the psu back in and flipped the switch the psu and gpu shocked me without the pc being on help!

Before doing something to your computer, try touching a piece of metal or something (like a spoon or fork). That should remove the static electricity that you would have. 

 

Other than that, having your computer shock you isnt good. Make sure its not on carpet and considering investing in a anti static band (they really cheap)

Turn psu off and hold the power button of your case for 30 seconds, see if it shocks you

There might be something making contact between the case and the pc's internal circuitry, unplug everything and try shaking the pc (gently) to see if there is anything lose inside it that might be causing this. If you can't find anything, try removing your graphics card and see if it still shocks you.

actually you should touch something larger that is actually grounded like a room radiator or something...

Are you sure you were shocked? 

You might just have discharged to the GPU/PSU...

Make sure to tag and/or quote people so they get notified... :P:D

Call an electrician and let him check the earth connection.
