if you want the opportunity to OC, it's about $70 more for a Z270 board and 7700K, which IMO is a really good idea, since OC'ing is easy, and could give his system extra life in a few years.
Also, this uses a color-neutral theme, a good looking case, etc. - if aesthetics don't matter, you could easily save $100 by switching to a plain black mATX box (and also switching mobos to fit.)

What board would I recommend for what?

I'd recommend the board I put in there unless you want a Z board, or an mATX board.

 

motherboards, especially ones that aren't OC capable, don't matter at all.

all components on there are standardized, so the cheaper they are, the better, since it doesn't impact performance at all.

The case I chose is the best thermally-speaking: No drives in the way and no blank front panel to choke off fan intakes, so all components will stay cool because of that.

 

Yes the AIO cooler is overkill, but if you're after overclocks whilst keeping it cool, it's the best choice. I would recommend mounting it at the front so that the radiator gets nice, cool air. The internal case temperature shouldn't affect the components inside all that much anyways.

 

For the GPU, I am hard-pressed on recommending a 6GB model over the 3GB model, due to the fact that the pricing on the GTX 1060 is still out of whack; like we're looking at almost a USD $100 difference between the 3GB version and the 6GB version of the exact same board and SKU. Plus if he's not playing demanding AAA games maxed out, 3GB should suffice; just keep the texture resolution, screen resolution, and lighting and shadow quality down to reasonable levels (I mean pretty but not VRAM-hungry due to the 3GB limitation), as those take up VRAM.

Why an overpriced SSD? You can get the SL308 250GB for $4 more. 

A good air cooler will perform as well as the H100i, as well as being quieter and cheaper.

The 6GB version of the 1060 has more CUDA cores (1280 Vs 1152), for a 5-15% performance difference in games.

Why a group regulated PSU? There are lots of better ones that are cheaper.

A good air cooler will perform as well as the H100i, as well as being quieter and cheaper.

The 6GB version of the 1060 has more CUDA cores (1280 Vs 1152), for a 5-15% performance difference in games.

Why a group regulated PSU? There are lots of better ones that are cheaper. 

The SSD you mention is actually USD $30.99 more, not USD $4, therefore I'm keeping the original choice. Plus if you're putting the OS and essential applications (no other fluff like Discord, put that on the HDD), then you can easily get by with a 120GB SSD.

The case I chose limits to how big of an air cooler I can choose. I originally had a Cryorig H5 Ultimate, but due to the limited cooler height with the SilverStone RL06, and the fact that I had some headroom left over, I decided to choose an AIO instead.

 

I can see a trend here, you're not looking at current prices.

I could have chosen a better power supply, yes. But those ones are more expensive, and the Seasonic S12II is still a highly regarded power supply for the price you pay, despite its grouped design. Either the EVGA Supernova B3 or the Seasonic S12II are solid choices.
