I'm not sure what you're asking, are you asking whether or not the psu from a psu/case combo is good? If that's what you're asking then it would depend on the brand. If the brand is logysis, apex or rosewill, don't use it. The power supplies that those companies sell are extremely cheaply built, provide inconsistent power, assuming they even provide the rated power at all and they usually break very quickly.

Now that you mention PSU/Case combos I remembered this really cheap one that is from a company that is slightly more reliable.

Case: Thermaltake - VO545A1N2U ATX Mid Tower Case w/450W Power Supply  ($50.99 @ SuperBiiz)
Total: $50.99

i3/i5s are basically dead. If you wanna get the i5 7400 get a r5 1400/1500. If you want to get the i3, get a r3 1200 instead. Also the PSU seems sketchy

I can video edit with my i5 3450.

Yeah I edit in 720p 16:9 at 30 FPS, but it's good enough. I must say that having a dedicated graphics card is really fast for video editing. Programs like Hitfilm and lightworks really take advantage of that.

On my old PC before the motherboard fried itself, I could edit on an amd athlon ii x2 270 with an r9 390. The graphics card did all the work!
