1080ti is significantly better than the Vega 64 (heck a regular 1080 beats the 64), as for the processors most games can't utilize more than 8 threads (or even 4 for that matter) so the intel one will be better for gaming given its ipc, amd one is good for multi-tasking and video encoding

i'm too lazy to stick a PCPP together but i'd say 1700 (non x) + GTX1080ti + 16gig 3000mhz something, good PSU (evga, corsair seasonic) and a good air cooler instead of the crappy AIOs.

Cause thats the fps you need in vr on both eyes.

 

Depends on what you wanna play. Normal vr resolution and todays vr games will be no problem at all of course.
