im going to have an i3 7350k overclocked to 5 GHz, but im going to have a lot of fans (its part of the build plan), which should provide hella airflow

How do you know it will reach 5GHz?

Thats going to kick ALOT of heat and passive cooling is usually reserved for sacrificing performance(downclock) for sound. Even with fans blowing at it passively it's going to be tough

then what's the point of passive cooling if you have a lot of fans? also I wouldn't 

a) buy a 7350K with the new quad-core unlocked Coffee Lake i3 so close

b) buy a cooler that costs ~65% of the CPU it will be cooling. lol.

That's just a semi-passive heatsink. Why not just have a fan on the cooler?
