I know it's possible because I've done it multiple times with a lower budget however I need a $350 build MAX Parts can be used not interested in the brand new ddr4 motherboards and stuff im fine with ddr3 and older sockets.

In the past ive managed to build sandy bridge system for significantly under this price however now I want to up my budget and see the max I can get out of it.

the i5 with the same GPU will perform better, I'd go with a used i5 pre-built and a 1050ti if you're willing to go used.

x4 950 is an AM4 cpu, and it was released very early on to OEMs so the mobo probably already has the bios needed for it.
