Does Modding Games Ruin Them

Depends on the mods and where about in the game you are. 
If you're a little bit into the story/campaign then some quality of life mods are always a good thing.
If you've finished a game you love then you could get some extra quest mods or what ever.
If you've played the game to death and there's not much more you can do, then some silly mods can extend the game again to just fuck about with every now and then.

So it really depends on what mods you use and when, but even then it's all subjective.
