What's the best bang for the buck 120/140mm intake fan with a good balance of acoustics and air flow performance? I'll be mounting it in front of a drive cage.

If it is being installed in front of a drive cage a pressure optimized fan would be ideal, in terms of options the usual recommendations such as Noctua's NF-F12, NF-A14, Gentle typhoons and Noiseblockers are all good options. What options do you have available.

I've come to greatly appreciate the Corsair ML fans, but they are not cheap.

 

The Noctua Redux 140mm fans are outstanding in high-pressure roles, but their 120mm fans are not designed for that application.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

I pretty much always choose Noctua fans... I do at least give included fans a chance though to see how they perform both for airflow and noise. I have about 4-6 140mm fans spare at the moment that came out of previous builds, just sitting here waiting for their time :D

I'm probably in the minority but I find the NF-A14s quite audible. I don't mean loud, I mean I notice the noise.
