Weird reading i7 3700?

I have the exact same processor, and it's just turbo boosting up to that speed. If you put a heavy load on it, it will drop back to maximum rated boost of 3.9 Ghz. It's normal.

So, I just opened my task manager and saw that my processor is at 4.21 GHz, but its a non K skew and has never done this before. Any thoughts?
