I have a PCIe 1.0 TV Tuner card that is not working with my new motherboard which has PCIe 3.0 slots. I was told that that TV Tuner Card was only compatible with PCIe 1.0 from the company that made the card. This TV Tuner card worked just fine on my old motherboard which also had PCIe 3.0. The Windows boot mode is set to legacy. Secure boot and UEFI are completely disabled. Is there any settings in the BIOS that can be set to improve compatibility with older PCIe devices?

not detected at all in the motherboard or only windows?

I haven't seen that before...I would verify that the card works in another system. As far as I know it should be working. 

Have you tried turning it off and on again?
