980 ti clock issue

So I have a evga 980 ti sc+ (just got it today!!!!) and i have this weird clock issue. It is stuck at core: 135 mhz  mem: 405 mhz. and it won't budge I tried everything!!!!! I played games and it was stuck, I oc'ed it, and nothing worked!!! Sometimes it goes up a little bit but only for a second or two.

yea I restarted my pc but I haven't reinstalled my drivers. let me do that!

yea it didnt work ;( any other ideas??

 

Edit: maybe force it to run at a specific clock speed?

Not sure if this would be a cause, but is it getting sufficient power?

i7 5820k, gigabyte x99 soc champion, 8gb ddr4 2400mhz TG ram, gigabyte gtx 980ti xtreme gaming, kingston 120gb ssd, evga supernova g2 650w

just a heads up btw, dont even argue with me when it comes to pcs... i worked at bestbuy for ~12years.. so yea.. i know my stuff

yea I hooked up both pci-e power cords so that should be ok

What about the temps? Are they okay?

yea nothing wrong there 40-50 C idle same with games playing

Ok i figured this out the clock problem only happens when i have modded ksp running but all other games run fine
