Watchdog timers are there to reboot the system if it's not responding after a certain period of time (or rather, the system doesn't "pet" the watchdog). If the system can't boot period, a watchdog isn't going to help.

What would I have to do then?  Reset my system?

If the system doesn't boot due to a user configuration error, you have to find a way to clear the configuration. Resetting may work if the system knows to restore defaults on a hardware fault error on boot.

To my understanding, Intel XTU like other software overclocking utilities doesn't actually change the boot settings. It only applies them when it loads, if you tell it to. So if you set something silly and it crashes, a hard reset should revert to your normal settings. The only caution is the "apply on Windows start" setting. Don't set that until you know exactly what works or doesn't, otherwise you'll have to mess with safe mode or whatever to alter it.

You make Safe Mode sound scary :D I recently had install super-simple game in Safe Mode for reasons that are still mystery.

I just find it a pain to have to do another reboot into safe mode :)
