ultimately i would like 4k however i understand this is probably way to expensive for this budget so maybe 1440 p , and this computer would be used for everything , gaming schoolwork  , photoshop , graphic work

A windows 7 license will still activate 10 like for like, ie Home 7 for Home 10.

So when it comes for me to build pc's for clients im brutal to not allow budget cuts for sake of cheap parts. Im a purely Asus motherboard user, Intel cpus only, Corsair PSU and RAM. WIth your budget i would plum for a decent i5, psu and ram with an asus mobo in a nice case and then whats left get a mid range graphics card with the choice of upgrading down the line

i cant really decde what mobo to pick for a budget build like this, originally my budget was 1800 and for that i had this mobo ( Asus - STRIX Z270-E) however thats 1800gbp and it would take up a hefty chunk of the budget ?

Im at around £820 and need a case. watercooling is an option later or a decent air cooler if you dont intend to overclock.

Pricing isnt always correct on part picker though and you need a cooler as your cpu choice does not come with stock.

Personally I would go for something like the below. If 8gb RX580s were available for somewhere around their RRP then I would probably go with one of those, but they are few and far between at sensible prices still. Comes with a reasonable cooler included with the processor. Then just pick a case of your choosing for it to go in.
