Actually a hand full of super computers are water cooled and the whole front is a rad and they use the cooling from the room to cool it. Some are traditionally air cooled but Cray makes most of their computer liquid cooled.

Relatively, but what I meant was unless you're constantly watching large amounts of data transfer between drives with the same transfer rate you're very unlikely to actually notice any throttling caused by heat.

NVME M.2 SSD's would need water cooling because they transfer loads of data at a faster rate than normal traditionl M.2 SSD's. Since graphics card manufactures use backplates for cooling their graphics card, the same design could reduce the amount of heat generated from the SSD.
