7700K for high refresh rate, 1700 if you want to stream a lot. The 7700K should be fine with light streaming.

For gaming and "light streaming" as you mentioned go for an i7 7700k.But if you want to maybe do a lot of streaming,editing and video rendering and the idea stuck in your head that 4 cores wont be enough in a few years and I dont plan to waste 300$ for another cpu then go for the Ryzen 7 1700.Plus,the 1700 comes with a sweet rgb cooler while the 7700k needs a seperate cooler and also the fact that z270 boards cost more than b350,you save yourself about 50$.

Since he is going to buy a 1080 Ti, he can just use NVENC, which is better than quicksync and doesn't have a huge impact on performance :D

I think you made a great point about being future proof and if I chose to dip my toes into heavy streaming or video editing I will be prepare.

Quality wise, NVENC is close, if not slightly worse than QuickSync. I personally record my footage with x264 after comparing NVENC encoding, and x264 just comes out cleaner.

Do you think the amount of ram affects the quality to stream and game on the 1700?

I have 16GB of RAM with recording primarily in Overwatch and I've not faced any issues in performance or quality.
