No post on new PC help

I built my PC about a month ago.I could not get it to post on power, so I figured it might be a motherboard issue.
A week later, a new motherboard I ordered arrives ( MSI B250M Pro-VDH) which has a debug LED. On power, still no post but the debug LED points at a CPU issue.
3 weeks go by and I get around to ordering an new processor (Intel core i3 7100 .....Literally the same one) and once it arrives, I quickly install it. No resolve whatsoever.
Pls help I have never built a PC before

make sure the 24 pin and cpu 4/8 pin are plugged in, the psu is plugged into the wall and the switch on the back of it is switched to I  If you have it wired to your case make sure the wires go to the right pins, if not make sure you're contacting the power pins with a flat head screwdriver

Take the ram out and everything and test it with the Igpu (The video ports in the mobo (mobo=motherboard))

Kind of off the point, but why i3 7100 when cheaper Pentiums perform more or less the same?

can you please provide a picture of the mobo and everything you have installed on it. That would really help, otherwise, it's kind of like shooting in the dark hoping to hit something.

Honestly idk I just felt confident going for something that seemed newer at the time. I know, dumb reason but its too late now

Yes I made sure they are all plugged and even repluggled them. And that screwdriver method doesn't do anything...and I've been told that before when I had the first motherboard. Still nothing

The fans move for a split second but then don't move, the CPU fan shows no effect

yes, check the mobo manual make sure your memory is in the right slot. These boards like to run in dual channel, but it's not mandatory . If you have another compatible module try using both in dual channel mode. What power supply are you using?

since you already replaced the mobo and cpu, the next most likely point of failure would be the ram. It's possible the stick is dead. Is that ddr3 or ddr4?

According to the manual "to boot up the system successfully, always insert the memory module into dimm1 first

Ddr4, its weird because my mobo debug LEDs point to it being a CPU issue
