I may write a post on this why you should not shy away from these cards. It mostly has to do with the card staying in the same state for a long time and the chip not expanding or contracting all the time and simply staying in an expanded state due to mining. Thse cards aren't as worn out as you may think. In fact if the card was constantly turned on and off all the time placed under a 0-100& fluctuating load it would actually damage the card more. 

Buying a low end card then RMAing it once the RX 580s come back so you can get one of them is abusing the RMA system.

And I'm looking at performance overall, not two poorly optimised games, I mean unless hes playing those two games that benchmark is not indicative of the performance of the 1070 or RX 580 at all.

There's a certain time limit on when you can return the card and get a refund. Newegg for example has 30 days last I recall. 

 

Past that, RMA will just fix the card and return you a fixed card or a replacement.

Haha, what? No he didn't. No part of his post said anything about returning the old card. Generally with an RMA they don't give you your money back, they give you a new card. So. Even that part of what you said doesn't entirely make sense.
