Hi, I have a Intel(R) Core(TM) I7-4790K CPU @ 4.00GHz
But, its not at 4.00, its like 4.28 and higher, then lower then higher, and its never just 4.00ghz


So I was wondering if it mattered if the cpu was locked at a current voltage or if it was unlocked.
Would it have performance issues or would it be the same?

The minimun guaranteed speed for the 4790K is 4.00Ghz. The maximum is 4.40Ghz (2 Cores, Turbo Boost).

Depending on the situation and the thermals, the CPU will "autoOC" itself, at least on the best core (not all at the same time) to a number between 4-4.0 Ghz.

 

It is safe, and it is as expected to work. Just leave it be.

It matters in the sense that if it's higher on the same CPU, you will have more performance, but small GHz differences are normal. Your CPU goes faster when it needs to and can go slower if possible (to conserve energy and thus put out less heat)

CPU speed changes depending on on the load it is under. Plus task manager isn't too accurate as it thinks my 4.6ghz i7--4790k is at 5.2ghz

Nah, he got it to 4.6GHz but task manager got it wrong to 5.2GHz.
