Will my Ryzen 1600 bottleneck by GTX 1070 and should I overclock it?

Well it run my sli 980tis to the max once oced to 4ghz 

AMD (and proud) r7 1700 4ghz- 

also (1600) 

asus rog crosshairs vi hero x370-

MSI 980ti G6 1506mhz slix2 -

h110 pull - acer xb270hu 1440p -

 corsair 750D - corsair 16gb 2933

You can go up to a 1080 without worrying.  Anything higher and you should consider upgrading your monitor to 1440 ultrawide.

How much louder does it make the PC? It's the noise levels and lifespan of the components being shortened that are my reservations to doing it. Is it very noticeable and significant?

Also the 1070 probably won't be a bottleneck and wouldn't it be cheaper to get 1 500gb ssd

Overclocking does not harm the CPU unless you have some ridiculous voltage set. Just look up overclocking guides for that CPU on YouTube.

Noise level will probably change a small bit but it's worth and lifespan won't change much at all

Depends on your cooler mate

life span who knows ? It has a 3 warrenty

my guess is 1.4v at 4 ghz will reduce lifespan from 15 years to 13

at which point it will be obsolete

Ahh okay if it's that long term then its no problem since I'm aiming for full upgrades every 5 years anyway

Actually those were free and I already have those so I'll just use both with the hdd. I originally marked those as bought a few days ago but undid it to see the value of my build. My mistake so sorry about that.

Iv never personally heard of a cpu during from voltage in 5 years

Go for it, I use that combo and games that aren't horribly optimized run fine.

I don't understand what you are trying to say here? CPU and motherboards have safety precautions that generally shut the PC down and reset the CMOS before you can actually do any serious damage.
