Vsync works with both Nvidia and AMD. Yes it's true that frames are lost when Vsync is enabled because the framerate is locked to the refreshrate of the monitor, meaning it will never rise above the monitors refreshrate. These 'lost' frames are just excess heat and power, though.

So from that, if I have a 144hz panel and lock the frame rate at 144hz, I'll be getting a constant smooth 144fps. Also could you elaborate on the last point please, I'm not sure what you meant.

Your GPU needs to be capable of providing those frames, but yes. 

 

To elaborate on the last bit; the harder the graphics card works, the more heat it will produce and total system power that will be drawn from the wall (outlet). By locking (or limiting) the amount of frames it can produce, you will reduce both heat, power and noise (fan on the gpu).

Thanks for the elaboration- is that even a word? It's a 1070 so it should be up to the task of 1080p gaming at least

? What you'r saying is that I'll get tearing with that setup and the only way to avoid it is to use VSync, GSync or Freesync

Even if your framerate is limited you can still get tearing if it is not synchronized. It just depends on frame timing.

You'll lose however many frames you are above your monitor's refresh rate, other than that it doesn't affect performance.
