Ryzen 7 1700 + b350 mobo (ATX for more expansion, but otherwise mATX will be fine) + good air cooler is the best stream+game set.

You can get the R5 1600 if you can't afford it.

 

i7 7700k is only good for games. Not saying that it sucks at streaming, but not as good due to having less cores.

Price/performance plus you can OC the 1700 and get close to the 1700X and B350 is all you need for a mobo.

1700 over 1700x/1600x because you can easily overclock the 1700 for free as opposed to paying a $50 premium for a factory OC.

 

b350 over x370 because b350 can overclock decently and there really arent that many benefits (for your purposes) to buying a x370 chipset as it will cost much more.

x370 = b350 + SLI support (just being concise. there are more differences, but you wouldn't be asking about them if you do use them)

1700 + overclock (b350 supports that) = 1700x/1800x. They all max out at 4GHz anyway

1700X is for those who can afford cpu cooler or have a cpu cooler also the 1600X, B350 is for those who would not Crossfire or SLI

Depends on your resolution and target FPS. If you are aiming for 1440p/4k 60fps then definitely Ryzen 7. Ryzen 5 doesn't match your 1080 TI IMO (not saying it would bottleneck). If you aiming for 1080p 144fps++ then most cases I would suggest 7700k, ryzen will still do fine around 120fps i guess.

 

For motherboard, depends on your 1080 TI brand. If you have asus brand gpu, going asus mobo is a good choice, having those RGB sync. Otherwise it doesnt really matter.

 

1700+x370 or 7700k+z270

 

Many would suggest going for b350, but i just think that, since you have the best gpu, why not have the best mobo chipset too. And x370 boards usually use the best quality components.
