you could overclock your i7 i guess, looks like its running at stock speeds

Current: R2600X@4.0GHz\\ Corsair Air 280x \\ RTX 2070 \\ 16GB DDR3 2666 \\ 1KW EVGA Supernova\\ Asus B450 TUF

Old Systems: A6 5200 APU -- A10 7800K + HD6670 -- FX 9370 + 2X R9 290 -- G3258 + R9 280 -- 4690K + RX480

cpu not overclocked i guess? could it be thermal throttling/whats your cooler?
my result in the signature

i7 4790K | 4.5ghz @1.19v / 1080 ti strix oc  / Asus Z97 Pro Gamer  / 970 Evo 500GB | 850 Evo 500GB / Corsair 780t white|window
