1.) First the price, I was thinking around 200$, it's pretty old (Roughly 5 years old) and I'm thinking it's a good price for what it is, maybe for a person that is skeptical getting into PC gaming but doesn't want to invest too much money into it.

AMD A10-5800K

MSI FM2 A75 MA E35 (How do I still remember the model number)

8GB Kingston Memory (Gskill) 1866mhz

1TB Caviar Blue

R7 260x

CX 500 Watt PSU

2.) How should I clear the HDD?

I don't have the old key for my old windows 7 CD or the physical CD at all actually, so should I just format the HDD in my current computer and throw it back in their and notify that the buyer needs to buy an OS key? Or is there a way to clear everything but the OS without removing the OS and without the key.

you can use magical jellybean keyfinder to get the key into plaintext again.

then reinstall and use the same key

 

wipe the HDD using the plethora of available HDD wipers. 7 passes at least if you want to be very sure. minimum, you want to reset everything to zeros, not just quick format.
