The 1700+good gpu like 1070 or cheaper vega when it comes out will at least get 60FPS and have very good minimums. Even with a 1 FPS fluctuation it looks much worse. All of them will do 60 FPS in anything, and your GPU as well. For 144Hz, it depends on what the 980 ti can do in 1080p in the games you play.
