I've been arguing with my friend this whole day over the matter that a fan doesn't cool the air that it pushes. He says that a CPU can run below room temperatures because the fans are cooling the air while I've been saying that a radiator can't cool under ambient temperatures because the air that it uses takes the heat away from it and becomes hotter than cooler. Which one of us is right?

Fans only pass air through a computer/heatsink

Fans only move the air that's already there. They don't cool the air at all.

How is a spinning piece of plastic supposed to cool air? if anything, it heats up air (a little) because of the motor and as it adds kinetic energy to air. 

Moving air might feel cooler, but it in fact is not.
