Stock Intel CPU Cooler Fan Doesn't Start for 10 to 15 Seconds

Sorry if I mess something up this is my first build,

 

So I just finished my computer and when I went to start it up, I noticed that the stock Intel cooler fan doesn't start for about 10-15 seconds, it just twitches every 2 to 5 seconds while my case fans (which are controlled by the controller that came with the case and are powered off of SATA) spin normally. Once it does start, however, it spins up to full speed for about 5 seconds and then spins down as what I assume is happening is that the CPU is being cooled off finally. So I was just wondering if this was normal or should I be concerned. And yes I did check to make sure the cables around the fan are not interfering with it. The motherboard is an ASRock - H110M-ITX/ac Mini ITX. And the CPU is an i5 6500.

Absolutely. Nothing to worry about. My pc does the same thing with the speed up and speed down with the fans. They start full speed and then the fan controller kicks in.

Nope.

Plus, there's no way it would overheat unless it was actually at 100% load, and even then, it would take a few seconds for it to overheat.
