My 140mm NZXT case fan running slow?

I am not entirely sure but my fan seems to be running low at just 600-700 rpm right now connected to the MoBo.. i think it should be running at 1200 rpm max /+20%

 

thoughts? any solution to make it run faster say 900-1000 rpm??

i tweaked the bios to turbo on the fan but nothing, disabled it then manual with speedfan - now just running at constant 700-730 rpm

What settings have you set in BIOS? From manual I can see that you need to enable control for Chassis headers and disable/ignore low rpm mode. Then you can use premade profiles or set custom speed limits (CPU temps). You might be able to use Fan Xpert in Windows too, in which case leave everything to auto.
